Mendocino County LSAA Projects: Add Yours to Be Considered for Support

Do you have a stream, culvert, or erosion issue on your property that might require a Lake and Streambed Alteration Agreement (LSAA)? You’re not alone—and you might be eligible for future grant-funded support.


The Rural Resilience Project (RRP) is collecting interest forms from landowners and cultivators who are navigating LSAA-related requirements. While RRP does not distribute funding directly, we apply for state and federal grants to bring resources to Mendocino County. We’re currently preparing an application for future funding, and your input is essential.


Grant timelines typically take 18–24 months from submission to award. Submitting your information now ensures that your project may be considered in our upcoming grant proposals.


But first you need to know:


What is an LSAA?


A Lake and Streambed Alteration Agreement (LSAA) is a permit issued by the California Department of Fish and Wildlife (CDFW) when a project may alter the flow, bed, bank, or channel of a stream. Examples include:


  • Removing or replacing culverts

  • Installing rock-armored channels to prevent erosion

  • Restoring streambanks or riparian habitat

Who Should Fill Out This Form?


  • Property owners in Mendocino County with an LSAA

  • Land owners who need to complete LSAA implementation work

  • Anyone referred by CDFW for potential project support


Filling out the form does not guarantee funding, but it helps us understand local needs and build strong, community-driven proposals.
