The The Regional Forest and Fire Capacity (RFFC) Program, established under Public Resources Code section 4208.1, serves a critical role in fortifying regional leadership to build capacity and develop strategies for creating fire-adapted communities and landscapes. This is achieved through block grants provided by the Department to regional entities and eligible organizations. These grants support partner capacity, project readiness, and the implementation of projects aimed at improving ecosystem health, community wildfire preparedness, and fire resilience. They also aid in regional priority planning to achieve landscape-level and community wildfire resilience. Emphasizing broad outreach and inclusive decision-making, grantees are expected to collaborate widely to identify priorities and develop impactful projects, contributing to the goals of the California Wildfire and Forest Resilience Action Plan, the California Forest Carbon Plan, and Executive Order B-52-18.
The Groundwater Dependency Reduction Program by the Rural Resilience Project dovetails effectively with the objectives of the Regional Forest and Fire Capacity (RFFC) Program. By reducing groundwater dependence through sustainable rainwater catchment systems, the program supports ecosystem health and indirectly aids wildfire resilience. The program's strategy to construct a 350,000-gallon reservoir and a catchment pond further bolsters wildfire preparedness by providing a critical water resource for firefighting efforts. With its inclusive and collaborative approach, the Groundwater Dependency Reduction Program strengthens regional resilience and readiness, thus underscoring the very ethos of the RFFC Program.
